Defense procurement operates on acquisition timelines designed for Cold War-era platforms. A radio system entering the requirements process today will not reach a warfighter's hands for six to eleven years. By that point, the threat environment it was designed to counter has mutated twice.

Congressional appropriations cycles, JCIDS validation, and competitive protest periods each add 12–18 months of latency. Shield's model bypasses the baseline procurement stack for non-developmental items — sourcing commercially available, already-certified components and delivering them on a 90-day integration timeline.

Every dollar raised is allocated within 45 days to a specific equipment category verified by our independent oversight board. We do not maintain operating reserves above 8% of annual inflows.

Donors receive a quarterly allocation statement itemizing unit counts, receiving unit designations (redacted to OPSEC standards), and delivery confirmation signed by the receiving logistics officer.

Shield operates under a four-layer oversight architecture. No equipment purchase is authorized without concurrent sign-off from our independent board, a credentialed acquisition attorney, and the receiving unit's logistics chain.

All financial records are published in full on this site within 30 days of close of each fiscal quarter. Congressional staffers and accredited journalists may request raw ledger access through our FOIA-equivalent disclosure protocol.

When a radio fails in contact, the cost is not measured in dollars. It is measured in the seconds between a call for fire and the artillery response. In the gap between a medevac request and confirmation. In the silence a family receives instead of a phone call.

Shield's 2023 field assessment, conducted with three forward-deployed infantry battalions, found that 1 in 4 primary comms failures during simulated contact drills was attributable to end-of-life hardware. Not operator error. Not adversary jamming. Hardware age.
